Reforming Prostitution in Amsterdam Includes a Business Plan and Business Hours

We’ll talk about the Dutch government’s latest measures related to the business of prostitution in a moment. First, let’s clarify for the record that people dealing with prostitutes are “operators” and their activities are “companies.”

Getting the right definitions is part of regulating prostitution more formally as a business – part of the overall effort officials hope will enable better and stricter controls and limit the risks for the workers.
Following research showing that despite prostitution being legal and regulated in Holland since 2000, young women are forced into it and victims of abuse and financial exploitation, Amsterdam officials have decided to raise the legal age for prostitutes from 18 to 21 and to establish brothel “business hours” mirroring those of the hospitality industry.
The new rules, announced at a press conference this week by Amsterdam’s Mayor Eberhard van der Laan, will take effect in July to “tackle abuse in the prostitution industry and to strengthen the position of prostitutes.” Soon, prostitution operators will be obliged to demonstrate that they provide adequate supervision and window brothels will close at night, “just like other business in the city,” he said.
Among other conditions, the operators will be required to present a business plan outlining how they protect the rights of prostitutes, prevent human traffic and ensure they’re in good health and have a safe working environment. “Operators will have to make sure that prostitutes looking for work at the company possess suitable levels of independence to enter the industry.”
Var der Laan explained that young prostitutes are particularly vulnerable, often groomed by pimps who force them into service when they turn 18. “We think the situation is so grave that we have to act,” he said.
The first priority is to protect women from being pushed into prostitution and the second, to help those who want to exit the profession.
Given that  about 70% of the sex workers in Amsterdam are foreigners, the new rules require operators to test the language competence of the applicants to ensure they can understand and be understood during job conditions discussions as well as about their rights and obligations.
They also must be able to communicate with customers to “reach  clear agreements” and  to suitably handle emergencies.
The business plan has to include working hours, conditions and prices related with the rent of brothel windows which seems to be one of the causes of problems because the prostitutes are forced into long working days to cover the high costs.
The official schedule will  force brothels to close during early morning hours because “there isn’t more surveillance and social controls during those times and prostitutes have to deal with drunk and aggressive clients.” Closing times will be from 4 a.m to 9 a.m during weekdays and from 5 a.m to 9 a.m during weekends.
According to the city’s records there are 6,000 to 8,000 prostitutes working in Amsterdam. As many as 10% are believed to be victims of human trafficking, coercion and exploitation.
Historical records show that Dutch tolerance to prostitution dates back to the 1600s, when the spice trade made the city one of the world’s wealthiest. But it has also always been controversial, mores after legalization failed to reduce abuses.
The city has been squeezing the industry since 2006 and one-third of its brothel windows were closed  starting in 2007. Some of the Red Light District has also been renovated with help from the city’s government, and many former brothels converted into businesses like art galleries, artists studios, a gourmet restaurant, music studios and a radio station.
